Chesapeake waterfront
Dock, bulkhead and boat lift contractors in Chesapeake
Chesapeake owners file about 56 waterfront permit applications a year in state records, about half of them along the Southern, Western and Eastern Branches of the Elizabeth River. The rest are spread along Deep Creek, the Indian River, the Northwest and North Landing rivers and the Intracoastal Waterway. Piers and docks are the most common projects. The contractors below serve Chesapeake. Contact them directly; there are no lead forms and no middleman.

757 Waterfront is a free directory, not a contractor. A listing isn’t an endorsement. Each listing shows the contractor’s Virginia license as the state lists it (what the badges mean); always check insurance and references before you hire. Permit figures are from Virginia Marine Resources Commission application records, 2023 to 2025.

Permits and planning in Chesapeake
Most waterfront projects start with a Joint Permit Application, filed online through the Army Corps and shared with the state agencies and the city. Chesapeake has no local wetlands board, so the Virginia Marine Resources Commission reviews work in tidal wetlands as well as on state owned bottom. The city’s Planning Department at 306 Cedar Road, (757) 382-2489, recommends a pre application meeting before you file. See what happens after you apply.
If you are planning shoreline protection, expect the review to ask whether a living shoreline would work before a bulkhead is approved. Building or clearing in the 100 foot Chesapeake Bay Act buffer is handled by the city. Some work is exempt and some needs only staff committee approval, but anything else needs an exception from the Chesapeake Bay Preservation Area Board, which holds its hearing on the third Wednesday of the month at 6 p.m. in City Council Chambers at City Hall, usually 40 to 45 days after you file through the city’s eBUILD system. The exception filing fee is $300 per lot, plus the cost of the legal notice, and you or your contractor must attend the hearing. The city strongly encourages a pre application site visit with staff to sort out which path your project needs; call Planning at (757) 382-6176. Building and zoning permits are still needed on top of these approvals; Development and Permits is at (757) 382-6018.
Help paying for it: in Chesapeake, the Elizabeth River Project offers cost share for living shorelines of 50 percent of the project, up to $5,000, and the state’s Virginia Conservation Assistance Program can reimburse qualifying owners up to 80 percent, up to $30,000, through the local soil and water conservation district. Apply before any work begins. For a free look at an erosion problem first, the state’s Shoreline Erosion Advisory Service will visit your property and recommend a fix. Most contractors handle the permit paperwork, so ask when you get an estimate.
